The only way of doing that would be repealing all free-trade agreements because if you think about it a great percentage of our products come from overseas.
This country can be self-sustainable is if 90% of products are made here and say “Made in the USA”.

Look up Sustainable Development that was started by Bill Clinton. It means more mass transit, stopping the expansion of suburbs, using much less oil, using much less resources of all kinds. What it means to the individual is a loss of choices and freedoms. It doesn’t mean individual sustainability. All of these plans will result in a more minimalistic lifestyle that will be difficult for most Americans to adjust to but it won’t happen over night. Eventually most people will be living in designated areas in high rise apartments so that the rest of the country can be used for forestry, agriculture, etc. Santa Cruz is the model Sustainable Development city in the US. Look it up. Its very interesting.
