If you actually wanted to, what could you do that would efficiently assist a “Homeless Individual” regain his capability to prosper?

That is two distinct concerns!
1. No
2. Depends on if he is mentally ill, sick, elderly, etc… Assuming it is a healthy sane person, I suppose I’d try to assist them get a place with state and federal income and then encourage them to get a job.
