From where I am he would be labeled “an unhinged lunatic and a drunk who goes around bothering individuals in the neighborhood at night.” Why the false assumption of responsibility for someone whose behavior suggests mental illness?

He was not able to form a Neighborhood Watch program because of the apathy in his neighborhood. They require at least 30% participation. He couldn’t get that many,
When he couldn’t form one, and be the “leader” he took it upon himself. Yes, he probably was a little unhinged – especially patrolling the neighborhood with a gun! He wasn’t even close to his home.
